USCIRF lists India as a Country of Particular Concern
USCIRF defines CPC as countries where a government engages in or tolerates “severe violations of religious freedomâ€.

The United States Commission on International Religious Freedom (USCIRF) released its Annual Report, which focused on religious freedom threats around the world, including in India. The 2023 report lists India as one of the five Countries of Particular Concern (CPCs) due to the government's engagement or tolerance of "systematic, ongoing, and egregious violations" of religious freedoms.
Citing discrimination, harassment, and violence against religious minorities, including Muslims, Christians, and Sikhs, the report noted specific laws, such as the Citizenship (Amendment) Act and the National Register of Citizens, that exclude or may exclude Muslims from citizenship. It also mentioned the use of anti-conversion laws to target religious minorities and incidents of cow vigilante violence against Muslims and Dalits.
USCIRF for the fourth year in a row called on the US government to designate India as a CPC and promote religious freedom by urging the Indian government to repeal discriminatory laws and hold those accountable for religiously motivated violence.
Calling the report as a "misrepresentation of facts", the Indian government has criticized the USCIRF for its biased report. External Affairs Ministry spokesperson Arindam Bagchi said, "The US Commission on International Religious Freedom continues to regurgitate biased and motivated comments about India, this time in its 2023 annual report. We reject such misrepresentation of facts which only serves to discredit USCIRF itself."
Commenting on the report, the Foundation for India and Indian Diaspora Studies (FIIDS) president Khanderao Kand said, "While the USCIRF is predictably attempting to revive its annual case against India for inclusion in the CPC, it does so with a weaker set of data points that are predictably filled with both omission and commission. It conveniently lists delays in court cases but conveniently omits the fact that the Assam High Court actually ordered the implementation of the NRC, not the government."
"Furthermore, the report fails to acknowledge the cultural and economic significance of cows to Indian villagers, not to mention the constitutional ban on cow slaughter. It conveniently ignores the fact that the bulldozed houses were illegal and notified, and the list of omissions goes on. Astonishingly, the USCIRF fails to mention the beheadings of Hindus and their targeted killings by jihadi Muslims in Kashmir. Moreover, it seems to be biased agenda of USCIRF generalizing isolated incidents without considering the complexities of India's diverse population of 1.3 billion people. It is clear that the USCIRF's renewed effort lacks the necessary objectivity and fairness, and it raises questions about their true intentions and credibility,†he further added.
ਸਿੱਖਜ਼ ਆਫ ਅਮਰੀਕਾ ਨੇ ਵਾਸ਼ਿੰਗਟਨ, ਡੀਸੀ ਵਿੱਚ ਨੈਸ਼ਨਲ ਗਾਰਡ ਦੇ ਦੋ ਮੈਂਬਰਾਂ ਨੂੰ ਗੋਲੀ ਮਾਰਨ ਦੀ ਘਟਨਾ ਦੀ ਸਭ ਤੋਂ ਸਖ਼ਤ ਨਿਖੇਧੀ ਕਰਦਿਆਂ ਕੀਤੀ ਹੈ। ਸਿੱਖਸ ਆਫ਼ ਅਮਰੀਕਾ ਦੇ ਚੇਅਰਮੈਨ ਜਸਦੀਪ ਸਿੰਘ ਜੈਸੀ ਨੇ ਪ੍ਰੈਸ ਨੂੰ ਜਾਰੀ ਕੀਤੇ ਆਪਣੇ ਬਿਆਨ ਵਿੱਚ ਇਸ ਘਿਨਾਉਣੀ ਕਾਰਵਾਈ ਦੀ ਨਿੰਦਾ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ "ਸਾਡੇ ਦੇਸ਼ ਦੀ ਰੱਖਿਆ ਲਈ ਡਿਊਟੀ ਨਿਭਾਉਂਦੇ ਬਹਾਦਰ ਜਵਾਨਾਂ ’ਤੇ ਇਹ ਹਮਲਾ ਨਾ ਕੇਵਲ ਇੱਕ ਘਿਨੌਣੀ ਕਾਰਵਾਈ ਹੈ, ਬਲਕਿ ਇਹ ਰਾਜ ਦੇ ਕਾਨੂੰਨੀ ਢਾਂਚੇ, ਸੁਰੱਖਿਆ ਸੰਸਥਾਵਾਂ ਅਤੇ ਲੋਕਤੰਤਰਕ ਮੁੱਲਾਂ ’ਤੇ ਸਿੱਧਾ ਹਮਲਾ ਹੈ।
ਸਾਡੀ ਹੀ ਸੁਰੱਖਿਆ ਲਈ ਆਪਣੀ ਜਾਨ ਨੂੰ ਖਤਰੇ ਵਿੱਚ ਪਾਉਣ ਵਾਲੇ ਇਹਨਾਂ ਵਰਦੀਧਾਰੀ ਸੁਰੱਖਿਆ ਕਰਮਚਾਰੀਆਂ ਖ਼ਿਲਾਫ਼ ਇਸ ਤਰ੍ਹਾਂ ਦੀ ਹਿੰਸਾ ਕਿਸੇ ਵੀ ਰੂਪ ਵਿੱਚ ਬਰਦਾਸ਼ਤਯੋਗ ਨਹੀਂ"।
ਆਪਣੇ ਬਿਆਨ ਵਿੱਚ ੳਹਨਾਂ ਹੋਰ ਕਿਹਾ ਕਿ, "ਦੋਸ਼ੀਆਂ ਨੂੰ ਜਲਦੀ ਤੋਂ ਜਲਦੀ ਕਾਨੂੰਨ ਦੇ ਘੇਰੇ ਵਿੱਚ ਲਿਆਂਦਾ ਜਾਵੇ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਕੜੀ ਤੋਂ ਕੜੀ ਸਜ਼ਾ ਦਿੱਤੀ ਜਾਵੇ—ਇਹ ਸਮਾਜ ਅਤੇ ਦੇਸ਼ ਦੋਵਾਂ ਦੀ ਸਾਂਝੀ ਮੰਗ ਹੈ"।
"ਸਿੱਖਜ਼ ਆਫ ਅਮਰੀਕਾ ਗੰਭੀਰ ਰੂਪ ਨਾਲ ਜ਼ਖ਼ਮੀ ਨੈਸ਼ਨਲ ਗਾਰਡ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨਾਲ ਡੂੰਘੀ ਹਮਦਰਦੀ ਪ੍ਰਗਟ ਕਰਦਾ ਹੈ। ਅਸੀਂ ਅਰਦਾਸ ਕਰਦੇ ਹਾਂ ਕਿ ਵਾਹਿਗੁਰੂ ਉਨ੍ਹਾਂ ਨੂੰ ਤਾਕਤ, ਹਿੰਮਤ ਅਤੇ ਜਲਦੀ ਤੰਦਰੁਸਤੀ ਬਖ਼ਸ਼ੇ, ਅਤੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਇਸ ਕਠਿਨ ਘੜੀ ਵਿੱਚ ਹੌਸਲਾ ਦੇਵੇ"।
"ਸਿੱਖਜ਼ ਆਫ ਅਮਰੀਕਾ ਨੈਸ਼ਨਲ ਗਾਰਡ, ਕਾਨੂੰਨ-ਵਿਵਸਥਾ ਬਲਾਂ ਅਤੇ ਉਹਨਾਂ ਸਭ ਦੇ ਨਾਲ ਮਜ਼ਬੂਤੀ ਨਾਲ ਖੜ੍ਹਾ ਹੈ ਜੋ ਅਮਰੀਕੀ ਲੋਕਾਂ ਦੀ ਸੁਰੱਖਿਆ ਅਤੇ ਸੇਵਾ ਲਈ ਰਾਤ-ਦਿਨ ਸਮਰਪਿਤ ਹਨ"।
